Do you need a permit in Homosassa?
In most residential situations in Homosassa, no Environmental Resource Permit is required, because DockLife docks and ports float rather than being driven into the bottom. The Nature Coast Aquatic Preserve, and where its line actually falls
The Nature Coast Aquatic Preserve was designated in 2020 — Florida's first new aquatic preserve in 32 years — and it covers 454,786 acres of Gulf waters from the Anclote River north to Crystal River, across Pasco, Hernando and Citrus counties. Aquatic preserves are Outstanding Florida Waters, so inside the preserve the exemption drops to 500 sq ft for a floating dock and 200 sq ft for a floating vessel platform or boat lift.
Here is the nuance that matters on a Homosassa lot: the preserve's eastern boundary is the mean high water line. Open Gulf frontage therefore generally sits inside designated water, while an interior dredged residential canal generally does not. St. Martins Marsh Aquatic Preserve covers 28,461 acres along the Citrus County coast between Crystal River to the north and Homosassa to the south, extending to the northern boundary of the Chassahowitzka National Wildlife Refuge, with a chain of islands including the St. Martins Keys as its western edge. Crystal River and Homosassa sit adjacent to it rather than inside it, and Ozello is a boat access point for it.

A few things can still require review: sovereign submerged lands and the Letter of Consent, water management district rules, HOA or lake association policy, and attaching to a seawall where the jurisdiction treats attachment as a structural alteration.
