A few things can still require review: sovereign submerged lands and the Letter of Consent, water management district rules, HOA or lake association policy, and attaching to a seawall where the jurisdiction treats attachment as a structural alteration. Brackish water is the hardest environment of the three on dock materials, because the wet-dry cycling at the waterline attacks wood and the salt content still corrodes steel and aluminum fasteners.
